Program Director

Adela Militaru

Adela Militaru is Program Director at Roma for Democracy and leads the Protect pillar. She is responsible for RFD’s work on electoral integrity, democratic accountability, and the political information environment. Her mandate connects election observation, documentation of electoral obstruction, institutional engagement, and timely responses to verifiable misinformation about democratic procedures.

Over the past decade, Adela has advanced Roma political participation through roles at the OSCE/ODIHR and the Open Society Foundations. Her field experience extends across Southern, Central, and Eastern Europe and India. She has worked with the European Parliament, European Commission, Council of Europe, OSCE, and civil society partners, combining direct knowledge of electoral conditions with experience of the institutions responsible for democratic standards.

Her academic and professional background spans psychology, educational sciences, international development, and political science.

At RFD, Adela turns individual incidents into documented patterns that institutions must answer. Her work protects participation before, during, and after elections by strengthening procedural safeguards, carrying evidence into national and European decision-making, and ensuring that violations and broken democratic commitments lead to scrutiny, accountability, and institutional response.
