Stevan Gligorin

Stevan Gligorin is Digital Specialist at Roma for Democracy. He contributes digital expertise and systems across Strengthen, Protect, and Deliver. His work spans digital strategy, communications infrastructure, public engagement, media relations, and practical technology that extends institutional reach and programme effectiveness.

Stevan previously served as State Secretary at Serbia’s Ministry of Public Administration and Local Self-Government, working on administrative reform and local governance. At the Roma Education Fund, he progressed from National Coordinator to Regional Programme Manager for the Western Balkans. He has also taught database systems and computer networks at the University of Novi Sad.

Stevan holds qualifications in Information Technology and Specialist Information Engineering from the Higher Technical School of Professional Studies in Novi Sad. Further training includes Stanford University’s Digital Transformation Programme, Hertie School’s political campaign management programme, and Barvalipe’s programme on Roma public policy and leadership.

At RFD, Stevan connects technical expertise with experience in government and regional programme management. He turns technology into dependable institutional capacity, strengthening digital delivery, visibility, and cross-border coordination while keeping digital tools tied to programme needs and democratic purpose.
